A message from Michael Spurr, Chief Operating Officer

Thank you for your interest in the role of Director of Offender Management for the North East region.

This is an exciting time for our Agency as we work to embed our new regional structure created to find local solutions for our national challenge of reducing re-offending and protecting the public. The successful candidate will join our new team of nine other Directors.  

A key Agency within the Ministry of Justice (MoJ), the National Offender Management Service (NOMS) was created on 1 April 2007, joining up the work of HM Prison Service and the Probation Service.

The Director of Offender Management roles have been created to ensure effective delivery of all offender management services and to improve services regionally and locally through effective partnerships with a wide range of organisations and contractors (including Health, Local Authorities, Learning and Skills Councils and Job Centre Plus). This joint focus on operational delivery and on partnership working will empower local areas to match the right services to their individual needs.

The scale and impact of this role is extensive. As NE Director of Offender Management, you will be accountable for all of the work that NOMS delivers in the North East region. Your budget will be £163m and your workforce in prisons and probation areas will be 2765. You will commission services across the 7 prisons and 3 probation areas in the NE. You will also work with the team of nine other DOMs to cover effective system-wide delivery and to develop the NOMS Agency.

The Agency is also tasked with achieving large scale efficiencies and cost savings through new commissioning arrangements. 25% of services are currently delivered by the private sector and it is anticipated that this mixed economy of public and private sector contracts will continue to develop.

To be successful in this role, you will need to have a significant track record of delivery, working across boundaries. You will be accountable for achieving a 10% reduction in re-offending within three years and delivery of efficiency savings. You will need to be a strong leader both operationally and strategically with the ability to develop effective partnerships to achieve the Agency’s aims and you will have the ability to adapt your style to engage, inspire and motivate all those involved in reducing re-offending.
